Do I need to add a license for MOVE VANDAL MULTISENSOR VM-20-IR-VA if I want to use the license plate app?

In the new move vandal multisensor VM - 20-IR-VA that has license plate read on it, do I have to put a license app on the camera to use the license plate application app?
